There are 4 income tax brackets for Virginia.
If your income range is between $0 and $3,000, your tax rate on every dollar of income earned is 2%.
If your income range is between $3,001 and $5,000, your tax rate on every dollar of income earned is 3%.
If your income range is between $5,001 and $17,000, your tax rate on every dollar of income earned is 5%.
If your income range is $17,001 and over, your tax rate on every dollar of income earned is 5.75%.

Virginia Sale Tax Rates
Under Virginia law, most purchases of tangible personal property are subject to both state and local sales and use taxes. The tax rate is generally 5% of the cost price. The rate on sales of food for home consumption is 2.5%.

Tax Rates
- Real Estate – $0.77 per $100.00 of assessed value
- Personal Property – $4.50 per $100.00 of assessed value
- Business Personal Property – $4.50 per $100.00 of assessed value
- Machinery and Tools – $1.30 per per $100.00 of assessed value
- Virginia State Sales Tax – 5 percent
- City of Winchester Meals Tax – 5 percent
- Combined Sales Tax and City Meals Tax – 10 percent
Vehicle Registration Fees
- Passenger Cars & Trucks Gross Weight 10,000 Lbs. and Under – $24.00 each
- Vehicles with National Guard Plates (limit 2) – $12.00 each
- Trucks Gross Weight Over 10,000 Lbs. – $36.00
- All 2 or 3 Wheel Motorized Cycles – $12.00
- Antique Vehicles (Must have Antique Plates) – $10.00
- Disabled Veterans – No registration fee on one vehicle per year
* A penalty of $5.00 will be assessed on the registration fee if the taxpayer fails to register a vehicle within 45 days upon purchasing the vehicle or within 45 days of moving into the City of Winchester.
In addition to the $5.00 penalty, there will be a 10% penalty added to their first personal property tax bill.
